Building CIOS's Scalable B2B Outbound Email Engine
This case study reflects work led by CustomOps co-founder Jordan Anderson during his previous executive role at CIOS, before CustomOps was founded. CIOS was not a CustomOps client.
Overview
CIOS, an early-stage insurtech company, needed a repeatable way to reach property owners, operators and management companies across a fragmented B2B market. The company had a defined product, a clear commercial opportunity and a specific target customer profile, but outbound business development remained too manual. Lead research, list building, segmentation, email outreach, follow-up, CRM administration and campaign reporting were spread across disconnected tools and spreadsheets. The goal was to build a scalable outbound engine that combined targeted data, structured segmentation, automated email sequencing and centralized CRM visibility. The objective was not to send more generic cold emails — it was to build a repeatable system for identifying the right companies, reaching the right decision-makers, tracking every interaction and converting replies into qualified sales opportunities.
The core technology stack used to support account sourcing, email sequencing, CRM segmentation, pipeline management and outbound reporting.
The Challenge
CIOS had a strong commercial opportunity, but outbound business development lacked a consistent operating system. CIOS needed more than a basic email-sending tool — it needed a complete outbound operating system.
- Lead lists being built manually
- Inconsistent prospect data
- No standardized account qualification process
- Limited segmentation by company type, geography and buyer role
- Outreach being difficult to personalize at scale
- Follow-up happening inconsistently
- CRM records being incomplete or disconnected
- Limited visibility into which campaigns and messages were working
- Replies not always being categorized or prioritized properly
- Opportunities falling through the cracks
- Manual administration slowing down the sales process
- No repeatable framework for testing new segments, offers or messaging
- No centralized source of truth for outbound pipeline
- Deliverability risk from scaling email volume incorrectly
The Solution
Jordan led the design and implementation of an outbound operating system covering the full B2B prospecting lifecycle. The architecture was designed to ensure that outbound activity did not remain isolated inside an email tool. Every qualified company, contact, campaign, reply and opportunity was connected back to the CRM.
- Market segmentation
- Ideal customer profile development
- Company research
- Contact sourcing
- Email verification
- CRM enrichment
- Campaign sequencing
- Personalized messaging
- Mailbox infrastructure
- Automated follow-up
- Reply classification
- Opportunity creation
- Pipeline reporting
- Campaign optimization
System Architecture
Apollo supported account sourcing and outbound sequencing, while HubSpot served as the centralized system of record for segmentation, lifecycle management, pipeline and reporting.
Ideal Customer Profile and Segmentation
The first step was defining exactly which companies and decision-makers the outbound system should target. The segmentation framework considered company type, size, geography, property portfolio, ownership and management model, buyer title, seniority, job function, technology used, growth signals, hiring activity and relevant operational pain points. The goal was to avoid broad, undifferentiated prospecting — each campaign needed a defined market segment, clear buyer profile, relevant problem and tailored value proposition.
Company Fit
- Industry
- Geography
- Company size
- Property type
- Operating model
Buyer Fit
- Job title
- Department
- Seniority
- Decision-making authority
- Relevant responsibilities
Commercial Signals
- Growth
- Hiring
- Expansion
- Technology changes
- Operational complexity
Lead Sourcing and List Building
A repeatable process was developed to identify, qualify and enrich target accounts. Apollo was used to support account and contact research and build targeted prospect lists. Contractors or internal resources could support list building at scale using standardized templates, qualification criteria and exclusion rules.
- Building company lists by market and segment
- Reviewing company websites and public information
- Applying qualification criteria
- Identifying appropriate decision-makers
- Excluding irrelevant roles
- Verifying business email addresses
- Deduplicating against existing CRM records
- Standardizing data fields
- Importing companies before contacts
- Assigning contacts to the correct segment and campaign
HubSpot CRM Architecture
HubSpot served as the centralized system of record for the outbound program. Automated workflows were used to categorize contacts by department and seniority based on their job titles. This allowed the team to create active segmented lists across buyer roles, geographies and campaign audiences.
- Executives
- Operations leaders
- Finance leaders
- Property managers
- Leasing professionals
- Specific company categories
- Specific geographies
- Campaign audiences
- Missing-data quality assurance
The implementation framework used lifecycle stages, lead-status logic, custom properties, segmented lists and a dedicated cold-outbound pipeline in HubSpot.
Apollo Sequencing and Campaign Execution
Apollo was used for prospect sourcing, campaign lists, email sequencing and outbound execution. Follow-ups were automated, but the messaging was designed to remain direct, relevant and human. Campaigns were segmented by company category, buyer role, geography, commercial pain point, offer, messaging angle and campaign objective.
Campaigns segmented by:
- Company category
- Buyer role
- Geography
- Commercial pain point
- Offer
- Messaging angle
- Campaign objective
Email Infrastructure and Deliverability
Outbound email at scale requires proper infrastructure — not simply higher send volume. The system was designed around dedicated mailbox and domain infrastructure to protect the primary domain and scale sending capacity in a controlled, sustainable way.
- Secondary sending domains
- Dedicated sending mailboxes
- Email authentication
- Mailbox warm-up
- Conservative daily send limits
- Mailbox rotation
- Email verification
- Bounce monitoring
- Unsubscribe handling
- Domain-reputation monitoring
- Protection of the primary domain
Personalization at Scale
The outbound system was designed to improve relevance without requiring every message to be written manually. AI-assisted workflows could generate a concise first-line opener using publicly available company information. The goal was not artificial or excessive personalization — it was to add enough relevant context to demonstrate that the recipient and company had been properly researched. Personalization inputs could include:
- Company description
- Company category
- Recent activity
- Relevant operating model
- Buyer role
- Role-specific priorities
- Likely operational challenges
- Relevant CIOS use case
- Existing market conditions
Messaging examples are illustrative only.
Reply Handling and Pipeline Management
Replies were not treated as a single category. The operating workflow separated each reply type to ensure that positive responses were immediately prioritized and all other contacts were handled correctly within the CRM. Reply categories handled:
- Positive replies
- Questions
- Objections
- Not interested
- Not now
- Out of office
- Wrong contact
- Changed role
- Unsubscribe
- Invalid data
Positive reply workflow:
Reporting and Optimization
Dashboards were created to track outbound performance across campaigns, buyer segments and markets. Reporting covered the full funnel from first email through opportunity creation, enabling the team to optimize messaging, identify high-performing segments and track pipeline contribution.

Key Takeaway
This prior operating experience directly informs how CustomOps builds outbound growth systems for B2B companies today. We do not simply configure an email tool. We design the full operating infrastructure around the channel — including targeting, data, sequencing, deliverability, CRM integration, reply management, pipeline reporting and ongoing optimization.
Need a repeatable outbound engine — not another disconnected sales tool?
CustomOps helps B2B companies build the infrastructure required to identify target accounts, reach decision-makers, manage follow-up and turn outbound activity into measurable pipeline.
